About Us
Outreach Emergency Services Program (OESP) is a non profit 501(c) 3 organization center in the United States that assists internationally in the development of Fire/Rescue and Emergency Medical Services programs.
• Emergency Medical Services Training By Certified Professionals
• Fire & Rescue (F&R) Training By Fire Academy Graduates
• Coordinates the donation of used ambulances, fire trucks and supplies
• 911 Communication system design, set up and training
OESP was formed in 2002 and has conducted multiple international training trips. These volunteers train nationals in EMS and Fire\Rescue techniques.
 
OESP History
OESP was developed due to the obvious need for
pre-hospital care and fire suppression in Cambodia.
 
Sos Y Ouch had spoken with his nephew, Vuthy Roeun an EMT-P, about his travel over to Cambodia. Sos witnessed a car versus pedestrian and saw that there was no aid attending to the victim. He and bystanders loaded the victim onto a cyclo and accompanied them to the nearest hospital. On the same trip, Sos saw first hand a fire that ripped through a city due to a lack of equipment and training. Upon Sos return to the U.S. he made mention of overwhelming need for Fire and EMS services.

Vuthy Roeun asked Bill Whitney, an assistant Fire Chief for the city of Milton, Washington, to help with the fire fighting aspect and also solicited the help of veteran Paramedic Gary Howe. In 2002 OESP became an organization. During March of 2002 Vuthy, Sos and Bill visited Cambodian cities and observed the need for EMS and Fire services.

March of 2003 Vuthy, Bill and Gary took a trip to Cambodia and put into motion a “recruit class”. Bill taught 30 students about fire suppression management principles while Vuthy and Gary taught a modified First Responder/Advance First Aid to 20 students. 
 
Since 2002, OESP has brought education, equipment and medical/fire supplies for service to the people of Cambodia, Colombia and Sri Lanka.
OESP Board & Consulting Advisors
The OESP Leadership is comprised of three active Board Members leading OESP investments and coordination.  Additionally, OESP has two advisors who consult on in country conditions and EMS/Fire readiness.
